Animal, Parking, & Code Enforcement (Community Services Division)
Duties include, but are not limited to:
Animal Control
Nuisance Code Violations (weeds, junk, snow, etc.)
Abandoned Vehicles & Parking complaints
The Code Enforcement Officer is responsible for the enforcement of our municipal ordinances, which protect the basic character of residential and business areas. We do this through investigation of items, such as junk vehicles and weed and rubbish complaints. We preserve the character of Rifle neighborhoods by ensuring compliance with the regulations of the Municipal Code, designed to maintain a quality appearance for the community.
Our approach is to establish relationships with both the community and business owners, to communicate various city codes, and to assist with a proactive solution to solving problems.

Snow and Ice Removal
Snow and ice shall be removed from sidewalks adjacent to all developed or vacant property within 24 hours after every snowfall.
Inoperable Cars on Private Property
It is unlawful to permit or allow a wrecked, inoperable, unlicensed or discarded vehicle to remain on private property longer than 30 days in any 12 month period unless the vehicle is in an enclosed building.
Junk, Trash and other Nuisances
Any damaged merchandise, garbage, litter, trash, rubbish, wrecked vehicles, inoperable cars, accumulation of junk of any type upon any private or public property, except in areas specifically zoned for such, are prohibited.
Outdoor Storage of Tires
Outdoor storage of tires is prohibited in residential districts, except that up to 2 per dwelling unit may be kept outside for up to 1 week on private property within a residential district.
Weeds and Grasses
Weeds and grasses at or above 8 inches are prohibited. This includes developed or vacant land.
Property owners, occupants or tenants are also responsible for maintaining the public right of way along the side of, in front of or in the rear of the property, or between the property line and the traveled portion of any street, roadway or alley.

The City of Rifle Requires that all dogs over 4 months of age be vaccinated for rabies and have a city dog license. City dog licenses are available at:
- Rifle Police Department (during business hours)
- City Hall, from 8 am to 5 pm in the Finance Department
- Valley Vet Clinic at 317 West Ave, during their business hours
- Town and Country Vet Clinic at 1595 Railroad Ave, during their business hours
To obtain a license, proof of rabies vaccination is needed - and proof of alteration is needed for spayed or neutered dogs. City Dog Licenses are good for 1 year.
Why should you license your dog?
- Officers can return your dog to you if it gets out
- You may avoid a stay at the shelter, dogs that are brought home but an owner is not home to claim the dog will be taken to the shelter
- The tags let other people know that this dog belongs to someone
- It's required by law
What animals need to be licensed?
- Only dogs over the age of 4 months
- The cost for an unaltered animal is $20
- The cost for an altered animal is $10

Abandoned Vehicles
- Per Rifle Municipal Code vehicles may be parked on the city street for not more than 72 hours.
- Unattached trailers may be parked on the city street for 48 hours for the purpose of loading and unloading only.
- Please contact the Garfield County Communication Authority at 970-625-8095 to report abandoned cars or trailers.
Downtown Parking Enforcement
The downtown Rifle area is governed by a 2 hour parking limit in designated areas. Rifle Police Department employs one civilian Parking Enforcement Officer. They are assigned to the duties of parking enforcement for the downtown area.There is a 2 hour on-street parking limit for the following locations:
100 block of E. 3 Street
100 block of W. 3 Street
100 block of E. 4 Street
100 block of W. 5 Street
200 - 300 block of Railroad Avenue
200 - 300 block of East Avenue
400 block of West Ave, on west side
100 block of East 5th Street, south side
