Licensed Location Changes

Modification of Premises (not a move to a different location)
After the City has issued a liquor license, a licensee can make no physical change, alteration or modification of the licensed premises without prior approval. View the list (PDF) of what is considered (or not considered) a modification of premises. To request approval to modify liquor-licensed premises do the following:
  • Complete a Permit Application and Report of Changes (PDF)
  • Attach a diagram of the current licensed premises and a diagram (PDF) of the proposed changes to the premises
  • Attach any lease that is revised due to the modification
  • Submit the packet to the City Clerk's office with a check payable to the Colorado Department of Revenue for $150
Change of Location
To move your liquor-licensed business to another location within the City limits:
  • Complete a Permit Application and Report of Changes (PDF)
  • Attach a diagram (PDF) of the new location
  • Attach the deed or lease that establishes your legal possession of the new location
  • Submit the packet to the City Clerk's office with a check payable to the Colorado Department of Revenue for $150, and a check payable to the City of Rifle for $750
Approval Process
The process to approve a change of location includes the following steps:
  1. Preliminary conference with City Clerk
  2. Completion and submission of application forms by applicant
  3. Review of documents for completeness by staff
  4. Formal acceptance of application; preliminary conference; and scheduling the public hearing by City Council
  5. Publish legal notice and post property by City Clerk
  6. Public hearing before City Council
  7. Decision by City Council
  8. Submission of application to state by City Clerk
  9. State approval
