Manager Registration or Change
Hotel and Restaurant Licensees and Tavern Licensees
If you are a Hotel and Restaurant Licensee or a Tavern Licensee, you shall manage the premises personally or have a separate and distinct manager. If you employ a separate and distinct manager, you must register the manager with the State and the City. Registered managers must undergo a background investigation.
No person shall be a registered manager for more than 1 hotel and restaurant license or for more than 1 tavern license.
When a person ceases to be a registered manager of a hotel and restaurant license or a tavern license, the licensee must notify the licensing authorities within 5 days and must designate a new registered manager within 30 days.

To register a new manager of a hotel and restaurant license or a tavern license:
- Complete the following items:
- Submit the packet to the City Clerk’s office with a check payable to the Colorado Department of Revenue for $75, and a check payable to the City of Rifle for $114.50.
Fermented Malt Beverage Off Premises Licensees, Fermented Malt Beverage On Premises Licensees
Beer and Wine Licensees, Club Licensees, Arts Licensees, or Racetrack Licensees
Beer and Wine Licensees, Club Licensees, Arts Licensees, or Racetrack Licensees

If you employ a separate and distinct manager, you must report the manager to the State and the City. Reported managers, unlike registered managers, need not participate in a background check.
To report a new manager of a beer on-premises license, beer and wine license, club license, arts license, or racetrack license, complete the Permit Application and Report of Changes, Individual History Record, Affidavit Concerning Criminal History, and Affidavit - Restriction on Public Benefits listed above and submit those documents to the City Clerk’s office. There is no fee.

Liquor- Licensed Drugstore
A liquor-licensed drugstore shall designate at least one permitted manager on the licensed premises to conduct the liquor-licensed drugstore's purchases of alcohol beverages from a licensed wholesaler.All Other Licensees
All other types of licensees must either manage the premises personally or have a separate and distinct manager. If you employ a separate and distinct manager, there is no need to register or report the manager.
