Payments & Bills


Utility payments are due the 25th of every month in order to avoid late charges. New bills are issued the first day of each month and mailed out the 1st week of the month. Billing includes water, sewer and trash services.

Online Bill Pay Is Now Available


Welcome to online bill pay. This service is available 24/7 with no additional fees. You will quickly and securely have access to view and pay your utility bill through Xpress Bill Pay. You can also call the payment call center at 800-720-6847 at no cost.

You can make a one-time payment or you can register on the secure website to make automatic monthly payments towards your City of Rifle utility bill from your Visa, Master Card, debit card or checking account via electronic check. Please keep in mind that the Xpress Bill Pay account that your create is your account, so be sure to note your user name and password. If you are a tenant it is crucial that you update or delete your Xpress Bill Pay account to end emailed bill notification for the account you were making payments for.

Your City of Rifle utility account will be updated the next business day (payments made by Midnight). Your transaction will post with your financial institution with in 1 – 3 business days.

All you need is your account number, an email address and your name as on your billing statement.

If you have received a Service Interruption Notice and are paying on the day service is scheduled for interruption or has already been interrupted, please be sure to call in your confirmation number. Call Utility Billing at 970-665-6445.

Once your service has been interrupted It must be paid in full to have service restored. Service will not be restored outside of regular business hours.

There will be a $25 returned check charge for electronic check payments not honored by a customer’s financial institution.
